The Moroccan Industrial and Commercial Property Office (OMPIC) has been undertaking various activities on technology transfer in collaboration with universities and research institutes for the purpose of promoting technology transfer and commercialization of research results generated in the academia. Nevertheless, there are still some issues to be addressed by external experts in order to further boost successful cases. The issues include (1) the anatomy of a Technology Transfer Office (TTO), (2) the setting up a TTO, (3) the business models of a TTO, and (4) the economic model of a TTO.
The OMPIC requested WIPO to send an expert in technology transfer from Japan to Morocco in order to learn from Japanese experiences.
PROPOSAL
It is proposed that Mr. Yoshitoshi Tanaka, Professor, Graduate School of Innovation Management, Tokyo Institute of Technology, will go on a mission to make a report including recommendations and proposition and steps for implementing TTOs in Morocco. His CV is attached.
The objectives of his assignment are (1) to share the knowledge and experiences of Japan on how to manage and commercialize the results of research activities conducted in universities and research institutions, (2) to identify issues to be overcome and measures to be undertaken by concerned parties, such as universities, IP office and other public authorities for the purpose of facilitating technology transfer, (3) to define a TTO model suitable for Moroccan context, and (4) to identify with local partners and services that will be provided by a TTO.
The duration of the assignment will be from April 1 to June 15, 2015, for a fixed amount of 10,000 Swiss francs. His mission is scheduled from April 6 to 10. The cost of his assignment will be born by the FIT Japan for Africa and LDCs.
